Edit 2: Started watching a stream on Twitch and now the CPU temp is ~45C, and still not spinning. Make sure water is going threw with ease, it should have no resistance. If the water flows threw the pump you can move the pump around as the water is flowing and or bump it lightly on the table to free trapped air inside the pump. But my guess is the pump is just not spinning properly any longer.
